Greece Sets Out Green Tax, Loan To Buoy Energy Sector

Greece, aiming to stave off a fresh energy crisis, plans to support its main electricity market operator through a temporary tax on renewable power producers and by extending an emergency loan, a senior official said on Friday.

Deputy energy minister Asimakis Papageorgiou told Reuters that Greece's international lenders had dropped their opposition to the loan plan in view of the country's critical energy situation.

LEXINGTON, Ky. (Sept. 21, 2012) If a mother exercises during her pregnancy, will that benefit her children? Researchers at the University of Kentucky have initiated studies to look into the idea: a group from the UK Graduate Center for Nutritional Sciences has received a $100,000 grant from the National Institutes of Health to study whether maternal exercise during pregnancy can lead to a reduced risk of cancer in offspring.

Using animal models, the research team will test the effects of voluntary exercise during pregnancy on chemical-induced carcinogenesis in the offspring and also look for potential mechanisms for long-lasting stress protection.

The new study is based on a previous small pilot study in mice that showed offspring born to exercised dams had improved glucose regulation and enhanced stress protection compared to offspring born to sedentary dams.

The goal, says researcher Kevin Pearson, an assistant professor for the UK Graduate Center for Nutritional Sciences, is to find relatively simple, short-term interventions for the mother such as regular exercise during pregnancy that elicit protection against many common diseases in her offspring.

"The benefits of exercise for individuals have been studied extensively -- everyone knows that exercise is good for you," Pearson said. "But what if it not only helped you, but also your children? We think there's a high probability that parents will stay committed to a short-term exercise routine during pregnancy if we can show that it can provide a lifetime of beneficial effects for their sons and daughters."

Cervical Cancer: The Only Cancer that You Can Avoid - Beijing Kids

What is cervical cancer?
Cervical cancer occurs when abnormal cells in the cervix grow out of control. The cervix is the lower part of the uterus that opens into the vagina. Cervical cancer can often be successfully treated when it's found early ? or even better ? in its pre-invasive stage. There is a simple test to look for these abnormal cells: the Pap smear test.

If the test results show a minor abnormality, you may need a repeat Pap test. Your doctor may schedule a colposcopy ? an exam with a lit magnifying device ? or biopsy to get a better look at any changes that might have occurred in the cervical tissue. If abnormal cells are precancerous, they can then be removed or destroyed. Treatments are highly successful in preventing precancerous cells from developing into cancer.

Is cervical cancer frequent?
Worldwide, cervical cancer is the second most common and the fifth deadliest cancer among women. It affects about 16 in 100,000 women annually, and kills around 9 in 100,000. Approximately 80 percent of cervical cancers occur in developing countries. In 2008, it was estimated that there were 473,000 cases of cervical cancer and 253,500 deaths per year worldwide. This cancer affects even young women, with a median age of 42 years.

What causes cervical cancer?
Most cervical cancers are caused by a virus called human papillomavirus, or HPV. You can get HPV by having sexual contact. There are many types of HPV; not all cause cervical cancer. Some of them cause genital warts, but other types may not cause any symptoms at all.

You can have HPV for years and not know it. It stays in your body and can lead to cervical cancer years after you were infected. This is why it?s important to have regular Pap tests. A Pap test can find changes in cervical cells before they turn into cancer. If you treat these cell changes, you may prevent cervical cancer.

What are the symptoms?
Cervical cancer may not show any symptoms until the advanced stages. There are no specific symptoms to cervival cancer, but they may include abnormal bleeding, contact bleeding (after sexual intercourse), and vaginal discharge tinged with blood. Pelvic pain is extremely rare.

How is cervical cancer diagnosed?
As part of your regular pelvic exam, you should have a Pap test. During a Pap test, the doctor scrapes a small sample of cells from the surface of the cervix to look for changes. If a Pap test shows abnormal cell changes, your doctor may do other tests to look for pre-cancerous or cancerous cells in your cervix, such as a biopsy.

How is it treated?
Treatment depends on the stage of the cancer. The pre-cancerous stages and very early invasive stages need only minor surgery (leep excision), which conserves fertility and heals the patient 100 percent.

But things can become disastrous very quickly, since the five-year survival rates decrease rapidly. Surgery, such as an enlarged hysterectomy and removal of the pelvic lymph nodes with or without removal of both ovaries, are usually indicated. Chemotherapy and radiation therapy may complete the treatment.

Can cervical cancer be prevented?
The Pap test is the best way to find cervical cell changes that can lead to cervical cancer. Regular Pap tests almost always show these cell changes before they turn into cancer. It's important to follow up with your doctor after any abnormal Pap test result, so that any abnormal cell changes can be treated. This will prevent you from developing cervical cancer.

The virus that causes cervical cancer is spread through sexual contact. However, condoms cannot protect you against contamination since this virus is so minute that there is no mechanical way to guard against it. Condoms, on the other hand, are very helpful in preventing sexually-transmitted infections. Limiting the number of sexual partners is also a way of practicing safer sex.

Now, women can get the HPV vaccine, which is recommended for all girls and young women who have yet to have sexual intercourse or have only experienced a few contacts. This vaccine protects against two types of HPV that cause cervical cancer. However, regular Pap tests are still required.

Vaccines to prevent cervical cancer
Vaccines are now available to ward off the two types of HPV most strongly linked to cervical cancer. Both Cervarix and Gardasil require three doses over a six-month period. Studies suggest the vaccines are effective at preventing chronic infections with the two types of HPV that cause 70 percent of cervical cancers. Gardasil also protects against two types of HPV that cause genital warts.

JFK Airport security workers charge they?re often rushed to complete searches of planes for items left behind by passengers.

The New York Times says the allegations are contained in a formal complaint set to be filed with the Transportation Security Administration on Thursday.

The complaint is being filed by 30 of the 120 workers employed at Kennedy by a contractor, Global Elite Group of Garden City.

Their duties include looking for items left behind, including weapons, explosives and drugs. They?re supposed to open every overhead bin, flip down each tray table and search all back seat pockets.

Global Elite denied the allegations, saying they would never encourage or condone their employees to rush through their security duties. They also called it a ploy to unionize its workers.

Electronics that vanish in the environment or the body

ScienceDaily (Sep. 27, 2012) ? Physicians and environmentalists alike could soon be using a new class of electronic devices: small, robust and high performance, yet also biocompatible and capable of dissolving completely in water -- or in bodily fluids.

Researchers at the University of Illinois, in collaboration with Tufts University and Northwestern University, have demonstrated a new type of biodegradable electronics technology that could introduce new design paradigms for medical implants, environmental monitors and consumer devices.

"We refer to this type of technology as transient electronics," said John A. Rogers, the Lee J. Flory-Founder Professor of Engineering at the U. of I., who led the multidisciplinary research team. "From the earliest days of the electronics industry, a key design goal has been to build devices that last forever -- with completely stable performance. But if you think about the opposite possibility -- devices that are engineered to physically disappear in a controlled and programmed manner -- then other, completely different kinds of application opportunities open up."

Three application areas appear particularly promising. First are medical implants that perform important diagnostic or therapeutic functions for a useful amount of time and then simply dissolve and resorb in the body. Second are environmental monitors, such as wireless sensors that are dispersed after a chemical spill, that degrade over time to eliminate any ecological impact. Third are consumer electronic systems or sub-components that are compostable, to reduce electronic waste streams generated by devices that are frequently upgraded, such as cellphones or other portable devices.

Transient electronic systems harness and extend various techniques that the Rogers' group has developed over the years for making tiny, yet high performance electronic systems out of ultrathin sheets of silicon. In transient applications, the sheets are so thin that they completely dissolve in a few days when immersed in biofluids. Together with soluble conductors and dielectrics, based on magnesium and magnesium oxide, these materials provide a complete palette for a wide range of electronic components, sensors, wireless transmission systems and more.

The team has built transient transistors, diodes, wireless power coils, temperature and strain sensors, photodetectors, solar cells, radio oscillators and antennas, and even simple digital cameras. All of the materials are biocompatible and, because they are extraordinarily thin, they can dissolve in even minute volumes of water.

The researchers encapsulate the devices in silk. The structure of the silk determines its rate of dissolution -- from minutes, to days, weeks or, potentially, years.

"The different applications that we are considering require different operating time frames," Rogers said. "A medical implant that is designed to deal with potential infections from surgical site incisions is only needed for a couple of weeks. But for a consumer electronic device, you'd want it to stick around at least for a year or two. The ability to use materials science to engineer those time frames becomes a critical aspect in design."

Since the group uses silicon, the industry standard material for integrated circuits, they can make highly sophisticated devices in ways that exploit well-established designs by introducing just a few additional tricks in layout, manufacturing and supporting materials. As reported in the Sept. 28 issue of the journal Science, the researchers have already demonstrated several system-level devices, including a fully transient 64-pixel digital camera and an implantable applique designed to monitor and prevent bacterial infection at surgical incisions, successfully demonstrated in rats.

Next, the researchers are further refining these and other devices for specific applications, conducting more animal tests, and working with a semiconductor foundry to explore high-volume manufacturing possibilities.

"It's a new concept, so there are lots of opportunities, many of which we probably have not even identified yet" Rogers said. "We're very excited. These findings open up entirely new areas of application, and associated directions for research in electronics."

The Defense Advanced Research Projects Agency supported this work. The Tufts University team was led by Fiorenzo Omenetto; the Northwestern University team was led by Youggang Huang. Rogers is affiliated with the departments of materials science and engineering, of chemistry, of mechanical science and engineering, of bioengineering and of electrical and computer engineering, and with the Beckman Institute for Advanced Science and Technology and the Frederick Seitz Materials Research Laboratory at the U. of I.

Mass. lawyers troubled by lab case revelations

BOSTON (AP) ? Advocates for defendants whose drug samples were handled by a chemist at the center of a state lab shutdown say they're shocked and troubled over new revelations about her work.

Annie Dookhan admitted she faked drug sample results for two to three years, forged signatures and skipped proper procedures, according to a police report obtained by The Associated Press.

Other investigation records showed some of Dookhan's colleagues had concerns for years about the high number of samples she tested and inconsistencies in her work.

Lab employees' interviews with police showed some convinced themselves their concerns were invalid or reported them to supervisors who didn't intervene to stop Dookhan.

Attorney Rosemary Scapicchio, who represents several defendants whose samples Dookhan handled, called for federal officials to take over the probe.

"I can't imagine she could have been this corrupt without someone noticing," she said of the chemist. "The investigation needs to go deeper than Annie Dookhan to get to the point of 'How did she get away with it?'"

Anne Goldbach from Committee for Public Counsel Services, which oversees legal representation for indigents, said the new documents show the problems at the now-closed Hinton State Laboratory are more troubling than originally believed. She said it appears there was unsupervised access to the evidence office and safe.

Goldbach said because Dookhan was in charge of quality control equipment, other chemists could have gotten false test results without knowing it.

"It calls into question all the testing done by the lab," she said.

Attorney John T. Martin said Wednesday that he noticed a pattern of suspicious behavior from Dookhan while looking over his clients' cases.

He said in four cases, Dookhan determined the weight of the drug sample was just 1 gram above the amount needed for a more serious penalty even though police reports made the seizure seem smaller.

Dookhan's mishandling of drug samples at the shuttered state lab in Boston has thrown thousands of criminal cases into question, according to authorities. A handful of defendants already are free or have had their criminal sentences suspended.

Concerns from Dookhan's colleagues prompted two supervisors to audit her work in 2010, but they just looked at paperwork and didn't retest drug samples.

Things started to unravel in spring 2011, when Dookhan was caught forging a colleague's initials on paperwork after taking 90 drug samples from evidence, according to police. Another colleague told police it was "almost like Dookhan wanted to get caught."

One lab supervisor told police later that he believed Dookhan had a mental breakdown.

Dookhan told investigators several times in an August interview that she knew she had done wrong.

"I screwed up big time," she said, according to the report from investigators for Attorney General Martha Coakley's office. "I messed up bad. It's my fault. I don't want the lab to get in trouble."

Authorities haven't filed charges against Dookhan or commented on her possible motives as their probe continues. Dookhan hasn't responded to repeated requests for comment.

In the Aug. 28 interview with two investigators at her home, Dookhan first denied doing anything wrong when she analyzed drug samples.

She changed her story after they confronted her with a retest of a suspected cocaine sample that came back negative after Dookhan identified it as the narcotic. Police also told her the number of samples she reported analyzing was too high and she couldn't have completed all the tests.

The report shows Dookhan then admitted identifying drug samples by looking at them instead of testing them, called dry labbing.

She said she tested about five out of 25 samples she got from evidence, after routinely getting a large number of samples from different cases out of the evidence room. She also told investigators that she contaminated samples a few times to get more work finished but that no one asked her to do anything improper.

"I intentionally turned a negative sample into a positive a few times," Dookhan said in a signed statement she gave police.

Dookhan also told investigators she routinely skirted proper procedures by looking up data for assistant district attorneys who called her directly.

State police say Dookhan tested more than 60,000 drug samples submitted in the cases of about 34,000 defendants during her nine years at the lab. She resigned in March amid an internal investigation by the Department of Public Health.

After state police took over the lab in July as part of a state budget directive, they said they discovered her violations were much more extensive than previously believed and went beyond sloppiness into deliberate evidence mishandling.

Supervisors suspended Dookhan's lab duties after the June 2011 incident, but she told police later she disobeyed orders and continued to access an evidence database and give law enforcement officials information on their cases.

On Aug. 30, Gov. Deval Patrick ordered state police to close the lab.

That day, a police lieutenant spoke with Dookhan to tell her she should get an attorney because she could face criminal charges.

Dookhan cried on the phone. She said she was involved in a long divorce from her husband, didn't have money and didn't know any lawyers.
