Turkey strikes back at Syria after mortar kills five civilians

AKCAKALE, Turkey (Reuters) - Turkey's military hit targets inside Syria on Wednesday in response to a mortar bomb fired from Syrian territory which killed five Turkish civilians.

In the most serious cross-border escalation of the 18-month uprising in Syria, Turkey hit back at what it called "the last straw" when a mortar hit a residential neighborhood of the border town of Akcakale.

NATO called an urgent meeting to discuss the matter.

"Our armed forces in the border region responded immediately to this abominable attack in line with their rules of engagement; targets were struck through artillery fire against places in Syria identified by radar," Prime Minister Tayyip Erdogan's office said in a statement.

"Turkey will never leave unanswered such kinds of provocation by the Syrian regime against our national security."

There were no immediate details of the Turkish strikes against Syria, nor was it clear who had fired the mortar into Turkish territory.

Residents of Akcakale gathered outside the local mayor's office, afraid to return to their homes as the dull thud of distant artillery fire rumbled across the town.

U.N. Secretary-General Ban Ki-moon had urged Turkey to keep all channels of communication open with Syria. He later issued a statement calling on "the Syria Government to respect fully the territorial integrity of its neighbors as well as to end the violence against the Syrian people."

U.S. Secretary of State Hillary Clinton expressed outrage at the mortar from Syria and said Washington would discuss with Ankara what the next steps should be, calling the spread of violence a "very, very dangerous situation".

Washington sees Turkey as a pivotal player in backing Syria's opposition and planning for the post-Assad era. But Ankara has found itself increasingly isolated and frustrated by a lack of international consensus on how to end the conflict.

Turkey's military response contrasted with its relative restraint when Syria shot down a Turkish reconnaissance jet in June. Ankara increased its military presence along its 900-km (560-mile) border with Syria and called a meeting of NATO's North Atlantic Council.

That meeting was only the second time in NATO's 63-year history that members had convened under Article 4 of its charter which provides for consultations when a member state feels its territorial integrity, political independence or security is under threat.

The same article was invoked for the meeting of NATO ambassadors to be held in Brussels later on Wednesday.

Turkish Deputy Prime Minister Bulent Arinc said after the mortar attack: "This latest incident is the last straw. Turkey is a sovereign country. Its own soil has been attacked."

"There must be a response to this under international law," he said, according to Turkey's Cihan news agency.

Some 30,000 people have been killed across Syria, activists say, in an uprising that has grown into a full-scale civil war with sectarian overtones and threatens to draw in regional Sunni Muslim and Shi'ite powers.

Violence inside Syria intensified on Wednesday with three suicide car bombs and a mortar barrage ripping through a government-controlled district of central Aleppo housing a military officers' club, killing 48 people, according to activists.

Alarming breast cancer rates among troops - Marine Corps News ...

If you think breast cancer is just something for your grandmother, mom and aunts to worry about, think again. Not only is breast cancer striking relatively young military women at alarming rates, but male service members, veterans and their dependents are at risk, as well.

With their younger and generally healthier population, those in the military tend to have a lower risk for most cancers than civilians, including significantly lower colorectal, lung and cervical cancer rates in certain groups.

As local installations roll out events in conjunction with National Breast Cancer Awareness Month ? like the fun runs and walks this week at Fort Polk, La., and Shaw Air Force Base, S.C., and coming up Oct. 19 at Camp Lejeune, N.C. ? we want to try an experiment. We?ve set up the MilTimes Boot Breast Cancer Facebook page in hopes of establishing a forum where military people affected by breast cancer can network, tell stories and get the word out about events ? like the PCB Navy Diver Wives team raising money for Making Strides Against Breast Cancer on Oct. 27 in Panama City, Fla.

But breast cancer is a different story.

?Military people in general, and in some cases very specifically, are at a significantly greater risk for contracting breast cancer,? says Dr. Richard Clapp, a top cancer expert at Boston University. Clapp, who works for the Centers for Disease Control and Prevention on military breast cancer issues, says life in the military can mean exposure to a witch?s brew of risk factors directly linked to greater chances of getting breast cancer.

Indeed, in a 2009 study, doctors at Walter Reed Army Medical Center found that breast cancer rates among military women are ?significantly higher? ? that military women are 20 percent to 40 percent more likely to get the disease than other women in the same age groups.

Researchers point to a higher use of oral contraception ? also linked to breast cancer ? among military women as a possible culprit.

?Military women are also more likely to be engaged in industrial jobs than females in the general population and hence potentially more likely to be exposed to chemicals that may be related to breast cancer,? researchers wrote in the study.

Calls for research

Since 1993, Congress has funneled more than $2 billion to the Pentagon to fund research into breast cancer, including $120 million in 2012. That money has produced some promising new vaccines, among other research, but, perhaps ironically, very little of it has been used to investigate breast cancer within the military itself.

GET A screening

The best defense for beating breast cancer is early detection, according to the American Cancer Society. For most women, that means:

? Self exams. Look and feel for any changes in your breasts starting in your 20s.

? Clinical exams. A manual exam done by a physician or other specialist, recommended every three years for women in their 20s and 30s, and annually for all women older than over 40.

? Mammograms or MRIs. Starting annually at 40. Some women ? because of their family history, a genetic tendency or other risk factors ? should be screened with MRIs in addition to mammograms.

Military women, however, may want to consider more frequent screenings, says Dr. Richard Clapp, a military breast cancer expert.

?It depends on where you?ve been. If you were next to burn pits in Iraq, yes, you probably should get checkups more regularly than the general population because you were probably breathing in some pretty nasty stuff,? he says. The sSame goes if you were stationed at any military installation that?s listed as a Superfund [toxic-cleanup] site or believe you were exposed to other environmental risks.

Clapp also recommends that troops consult with ?a doctor who?s alert to environmentally induced disease. There are whole networks of environmental medicine clinics now around the country. And, believe it or not, the VA hospitals are getting more tuned in and doing internal education on toxic exposure in the military.?

?It is a well-documented fact that one of the highest forms of cancer among our service members and veterans is breast cancer,? says Rep. Leonard L. Boswell, D-Iowa. What?s not clear is why, he says, so he?s been trying since 2009 to pass legislation to look into the problem.

A 20-year Army helicopter pilot with two tours in Vietnam, Boswell says he decided to take up the cause when one of his staffers, an Iraq veteran, returned from a five-year unit reunion with alarming news. The staffer pieced together that six of the 70 women who had deployed downrange with the unit ? all between 25 and 35 years old ? had developed breast cancer within five years. Another half-dozen women from the unit had developed worrisome new lumps in their breasts.

Boswell has repeatedly called for a Pentagon study on the issue, but his bills have stalled in committee. He reintroduced legislation again in April, however, that he hopes will force the Pentagon ?to dig deeper in order to discover whether there is a service-related cause for the alarming rate of those members who are diagnosed.? If his suspicions are confirmed, he wants officials to classify breast cancer as a service-connected disability, allowing veterans to receive Veterans Affairs Department medical benefits to treat it.

In recent years, breast cancer has been as brutal on women in the military as combat. While more than 800 women have been wounded in Iraq and Afghanistan, about the same number have been diagnosed with breast cancer. From 2000 to 2011, 874 military women took a hit from breast cancer, according to the Armed Forces Health Surveillance Center. A 2009 study found that female deployers were evacuated from combat zones because of suspected or confirmed breast cancer more ?than for any other condition.?

That?s exactly what happened to one servicewoman recently featured in the SCAR Project, an exhibition and online gallery of jarring topless portraits of breast cancer survivors baring their scars.

?The dog tags and camouflage are real. I am still active duty,? a soldier identified only as Barbie writes in a blog post under her portrait. ?I have been in for over 17 years and 2 combat deployments. In February 2011, I was diagnosed with Stage IIIB Breast Cancer, four months after being deployed to Afghanistan.

?At my own risk, I wanted to participate in the SCAR Project because it is important to me that people understand and know anyone can get breast cancer. In my experience, it?s not something that?s often paid particular attention to due to the overwhelming male population? in the military.

?I don?t believe most people actually ?see? Breast Cancer,? she writes. ?They hear about it but they don?t listen. It is just a terrible thing that happens to everyone else but could never happen to them. I hope that when they look at my photograph, they open their eyes and allow themselves to absorb and take it all in and really think about why this is happening to so many young women.?

Not just a women?s problem

While rare, breast cancer can also strike men. And again, there are mysterious spikes in male breast cancers among some military populations.

The American Cancer Society estimates that this year breast cancer will be diagnosed in about 2,190 men in the U.S. and will kill about 410.

Risky jobs

Officials aren?t sure exactly why military women face a greater risk of breast cancer than their civilian counterparts, but it?s no secret that military service brings with it a number of risk factors associated with the deadly disease. Among them:

? Radio emissions. A slew of studies have linked breast cancer with men and women working as radio operators, electricians, telephone repair people and other jobs involving exposure to electromagnetic radiation.

? Chemicals. Army enlisted women younger than under 35 who worked regularly with at least one volatile organic compound ? such as solvents, paints and exhaust ? were 48 percent more likely to develop breast cancer than those who didn?t, according to a 2005 military study.

? Aircrew work. Repeated and prolonged exposure to harmful solar radiation may be why female civilian aircrew members have higher rates of breast cancer. While no studies have been done on female military fliers, research on male Air Force crew members has ve found similar spikes in other cancer rates.

? Toxic bases. Many of the worst Superfund toxic cleanup sites, often linked to all kinds of cancer clusters, are located on current or former military bases. Camp Lejeune, N.C., for example, has witnessed an alarming number of male breast cancer cases.

? Shift work. A 2012 study of Danish military women is just the latest connecting night-shift workers with breast cancer ? for both those in uniform and their families. Researchers found those working the swing shift were 40 percent more likely to face diagnoses. They suspect the suppression of melatonin that comes with sleepless nights may also inhibit the body?s ability to fight off cancer-causing cells.

Officials say they?re not sure why dozens of men who lived and worked at Camp Lejeune, N.C., have developed the disease.

Researchers with the CDC are preparing a study that will try to determine whether contaminated drinking water at the Marine Corps? largest base on the East Coast caused dozens of male Marines, sailors and family members to get breast cancer.

Mike Partain is one of them. The son and grandson of Marine officers who was born and raised at Camp Lejeune, Partain first noticed a small lump near his right nipple about five years ago.

Male breast cancer is extremely rare and usually isn?t seen in patients younger than 70. Partain was 39 when he got a mastectomy and started chemotherapy treatments. He was the first to wonder if his sickness was connected to reports that were just surfacing about contaminated wells at Camp Lejeune that weren?t sealed off until the mid-1980s. Soon he was connecting with other men who had served at the base and gotten a similar diagnosis.

?We are now at 80 men with breast cancer from Camp Lejeune,? he reported during a recent CDC gathering on the issue.

?So we?ve got, over the past five years ? 80 individual men with the single commonality of male breast cancer and exposure to the contaminated water at Camp Lejeune. It seems this number just keeps on going up,? said Partain, now a community representative for the CDC?s Agency for Toxic Substances and Disease Registry.

While Marine Corps officials dispute whether the base should be considered a ?breast cancer cluster,? Boston University researcher Clapp says ?if it looks like a duck, walks like a duck and quacks like a duck, it?s a duck. This has all the characteristics of a male breast cancer cluster.?

Worse still, Clapp says, there are probably more bases out there with similar problems.

Take Otis Air National Guard Base, Mass., for example. A former Army installation and Air Force base, the installation has a similar history of polluted water, Clapp says.

?They used to dump aviation fuel during training exercises, as if you were going to land on an aircraft carrier and you had to jettison your fuel before you landed ? they did that on the ground. That was in people?s drinking water. It seeped into the groundwater and got into wells,? Clapp says. ?Studies in adjacent communities found, among other things, excess breast cancer in women who lived near the base. But they?ve never done any studies on the soldiers and fliers who?ve lived there.?

The International Monetary Fund, IMF, on Saturday approved the release of the latest chunk of funds under Romania?s precautionary loan after reviewing the country?s progress in meeting the terms attached to the bailout.

The IMF has again recognized the efforts made by Romania to control spending and play by the organisation?s rules within a difficult economic context.

?The authorities have maintained strict spending discipline consistent with the goal of lowering the budget deficit to 3 percent of GDP in 2012,? said David Lipton, the IMF's number two official.

"Nevertheless, the economic outlook remains challenging due to the difficult external and internal environments that have led to exchange rate pressures and undermined confidence," Lipton added.

The IMF made a number of recommendations: Romania must make an effort to reduce arrears and to improve tax administration and reform the health care, energy and transportation sectors. The Romanian authorities must also step up the liberalization of energy prices, IMF said.

Romania is trying to meet this year's public deficit target, set at 2.2 per cent of GDP, while inflation is targeted at 3.5 per cent. The economy will grow about 1.2 per cent this year, according to government estimates.

The new disbursement brings the total available to Romania to around 3.2 billion euro. In March 2011, the IMF approved a two year standby arrangement with Romania for approximately 3.7 billion euro, which should mean just one more instalment to go under the current agreement.

In May 2009, Romania obtained a 20-billion-euro rescue package from the IMF, the European Union and the World Bank in exchange for agreeing to push through austerity measures aimed at taming the country?s deficit.

One year later, the government cut civil servants' wages by 25 per cent, while thousands of state jobs were axed and VAT was increased by 5 per cent to 24 per cent.

Restricting nuclear power has little effect on the cost of climate policies

ScienceDaily (Oct. 1, 2012) ? By applying a global energy-economy computer simulation that fully captures the competition between alternative power supply technologies, a team of scientists analyzed trade-offs between nuclear and climate policies. Strong greenhouse-gas emissions reduction to mitigate global warming shows to have much larger impact on economics than nuclear policy, according to the study. Incremental costs due to policy options restricting the use of nuclear power do not significantly increase the cost of even stringent greenhouse-gas emissions reductions.

"Questions have been raised if restricting nuclear energy -- an option considered by some countries after the accident in Fukushima, Japan -- combined with climate policies might get extremely expensive. Our study is a first assessment of the consequences of a broad range of combinations of climate and nuclear policies," lead author Nico Bauer says. Restrictions on nuclear power could be political decisions, but also regulations imposed by safety authorities. Power generation capacities would have to be replaced, but fossil fuels would become costly due to a price on CO2 emissions, this in sum is the main concern.

"However, in case of restricted use of nuclear power, the flexibility of allocating a long-term carbon budget over time enables higher near-term emissions due to increased power generation of natural gas," Bauer says. Along with demand reductions and efficiency improvements, these provisions could help fill the gap on electricity. The price of natural gas is projected to decrease due to demand reductions, according to the study. Decommissioning existing plants will also avoid refurbishment costs for expanding lifetimes of old nuclear power plants.

As a result, early retirement of nuclear power plants would lead to cumulative global gross domestic product losses (GDP) that amount to about 10 percent of climate policy costs. If no new nuclear capacities are allowed, the costs would amount to 20 percent.

For their study, the scientists looked into different nuclear power policies. These cover a range of scenarios from "Renaissance," with a full utilization of existing power plants, a possible refurbishment for a lifetime expansion and investments in new nuclear power capacities, to "Full exit," with a decommissioning of existing power plants and no new investments. They contrasted each scenario with climate policies implemented via an inter-temporal global carbon budget which puts a price on carbon emissions. For the budget, the cumulative CO2 emissions from the global energy sector were limited to 300 gigatons of carbon from 2005 until the end of the century. This represents a climate mitigation policy consistent with the target of limiting global warming to 2 degrees Celsius.

"A surprising result of our study is the rather little difference between a 'Renaissance' or a 'Full exit' of nuclear power in combination with a carbon budget when it comes to GDP losses," Bauer says. While the 'no policy case' with a nuclear phase-out and no carbon budget has only negligible effect on global GDP, the imposition of a carbon budget with no restrictions on nuclear policy implies a reduction of GDP that reaches 2.1 percent in 2050. The additional phase-out of nuclear power increases this loss by about 0.2 percent in 2050 and hence has only little additional impact on the economy, because the contribution of nuclear power to the electricity generation can be substituted relatively easy by alternative technology options, including the earlier deployment of renewables.
